Owner MIA, how do I take control of a sub or ban users?

I mod a sub, but the owner’s been gone forever. Some haters keep posting and commenting nonsense and I don’t have the permissions to ban them. I’ve tried everything and even reached out to the owner, no response.

What can I do here? Is there a way to take over a sub when the owner is inactive or any other way to get rid of these users? Thanks
