Official Transcripts

Hi! Has anyone tried to apply to a university that won’t review your applications until all of your official transcripts are in? By official, they mean you can’t be in school. You must have already graduated?

I am applying to the University of West AL, and I was told this, which seems so bizarre. I plan to call this week, but I am also nervous because I don’t want to seem like I’m going over my enrollment advisor’s head. I’ve just never heard of this method. I know all schools are different, but this one is definitely a first.
