How hard is it to dual degree Engineering/Business at Penn?

I’m deciding between colleges right now and was curious about how difficult it is to get a dual business degree from Wharton if you’re admitted as an undergrad into SEAS but aren’t in M&T. Is it cooked to try and transfer into Wharton?
