Best way to get stronger is the campaign?

Ive been thinking about what to do on a replay and a LOT of progression is locked behind campaign missions, let's say i wanted to maximize my character THEN explore would the route be:

Progress until graymane camp--max that out and start dispatching, then progress until ch 11? Im only on CH 9, but I think thats where the unlocks stop.
