Problems with Public Ip

So, Im trying to set up a minecraft server and casa os. The problem? I opened the ports from the system and oracle cloud, checked almost everything the ai told me to, and as you saw when you read "ai", idk what to do. It works if I use tailscale, so the problem must be the public ip I guess. If you have any recommendations or solution, or need more info, please tell me.
