Can someone tell me how good this card is? And what its longevity is?

After looking at the bonuses it seemed pretty good but its crucially missing both training effectiveness and special priority

I really hate that all access to the "Head-on" skills are a gamble and not guaranteed but this would allow me to get it more consistently.
