What to do when you’re doing the majority of the work in a department, while others just stand at the desk and talk, or go to other departments and talk?

I am being taken advantage of, and I’m not sure what to do. I could just slack off like the rest of my coworkers, but I like how busy my job is.

I am considering going to HR but I doubt he will do anything. He does not really care if I am being honest, and that man is just here for a check.
