Genuinely curious

For takers out there that have gotten a 260 or above, but wanted licenses in jurisdictions with higher scores, why not just transfer to a 260 jurisdiciton and be licensed? You can gain work experience and then waive back into your 'intended' jurisdiciton for lack of a better word? I have taken this exam twice and passed twice (SD non UBE, and ND UBE). Given the portablity of the scores I don't see the point of constantly retaking (we know the whole cycle is soul draining) if you can just get licensed in a 260 Jx.
