I was rewatching season 2 and I just can’t figure out why Sung didn’t send shadows to participate in the raid at this point

When I ask this I mean physical shadows, I know he kept some in the hunter’s shadows. It’s not like he’d had to keep anything secret or like he’d need to be there. He’s already an S-Rank that people know about and all he’d have to do is just tell the shadows to go have a field day and listen to what the hunters say. It would’ve gotten around the broadcasting delay if he noticed his mana was draining too fast and, as far as I remember, we’re never told that he has a range limit to them. Is there an actual reason other than that they wanted to keep bodies dropping to keep real stakes? The only thing I could think of is not wanting the Japanese hunters to know about it, but that doesn’t really seem to be that important.
