Serious Challenge - Can this be "Save the Date" worthy?

Hello! My fiancé and I would like to know if we can edit this picture of a picture (yikes) to be the background of our Save the Date. I know it's rough, but we want to try. We would like to smooth out the tape lines, remove the funny face by the megaphone, plus general editing for clarity. If someone can work a miracle, will tip $40-80 depending on quality
