Assemblers with multiple inputs are able to selflock ?

We see 2 EMPs making accumulators. The right one works fine, the left one is stuck.

The right input stack inserter just stopped taking more batteries, even if the max capacity of the assembler isnt reached (its over 200) . I know, they have an internal cap for automatic insert which is lower, but didnt know, that this stops the battery filter itself mid swing, basicly blocking itself forever now.

Is that a Bug or was allways an option ?
