Wifi and media question

so if my desktop keeps dropping wifi signal does it mean my wifi card is going bad? are there any wifi adapter yall would recommend? also I have an hdd that I wanted to plug into my TV to watch some old shows with my dad but the LG TV doesnt recognize the format. im assuming ill need something like a roku ultra to use my hdd? or are there any recommendations?😅
