Problem with clamping, please help me out.

so i’m really trying to do clamping, but even with two clamps on as tight as i can go easily, i just go soft in the clamp and then its like a big “flaccid”penis but doesn’t remain hard just like an inflated baloon. How do I do this properly? been trying for an hour
