After his November 2024 House Oversight testimony, Lue Elizondo disclosed that facilities were created to move recovered UAP materials from Lockheed Martin to Bigelow Aerospace, including a newly built SAP-F-access hangar at Patuxent River Naval Air Station funded at the request of Rep. Steny Hoyer (~$10 million) which he visited circa 2010–2011 before AATIP’s 2012 dissolution, linking this to the Aircraft Prototype Facility at Pax River—a $17 million Hoyer-supported project completed in 2010 with Hangar 2905 exterior details corroborated by NAVFAC and interior access restrictions; a 2021 NAVFAC investigation ties the hangar to a top-secret experimentation role within the Navy’s APSD for reverse engineering, obsolescence management, and contractor-operated aircraft; Elizondo’s testimony also notes a transfer from Lockheed Martin to Bigelow Aerospace, linking APF and related facilities to the movement of exotic craft or non-human technology; the Navy’s R&D structure (NAVAIR and NAVSEA) is cited as custodians of relevant footage and materials, with FOIA responses pointing to NAVAIR headquarters at Pax River as a potential repository for the full-length GIMBAL video, while researchers like UAPGerb and Randy Anderson describe underground facilities and an “off-world technology” division at NSW Crane, all within a broader frame of mid-1990s STRL reforms that reimagined DoD labs and imply a contested picture of how UAP materials might be studied within defense R&D, though outcomes remain unclear.
