ESTA application question

A friend of mine is travelling to the US and wanted me to post this here.

As per ESTA, one of the questions is as following:

Have you ever been arrested or convicted for a crime that resulted in serious damage to property, or serious harm to another person or government authority?

Just to clarify - do they need to declare if they have been arrested at all - for anything, even if not for a crime that resulted in serious damage to property, or serious harm to another person or government authority?

Or is asking if you have been arrested or convicted for a crime of that nature, thus allowing them to answer no safely, since they have not?
