In-Store Restaurant Cash Back Appears in Bilt but Not Rakuten?

I went to a restaurant about 10 days ago that offers 5% back on Rakuten. I paid with a linked card but the transaction never appeared in Rakuten.

I also have a Bilt account (but not the credit card). Shortly after paying, I got an email from Bilt that says I earned Bilt points for the transaction. This is weird because I am not signed up for Bilt neighborhood dining points - I confirmed this, and I also recently got Rakuten cash back from a restaurant.

The transaction was showing as pending in my Bilt account but now it’s not pending. I received no Bilt points and no Rakuten cash back for the transaction. What gives?
