License reuse in new state?

My parents are moving to Tennessee from Illinois this month. There isn't a front plate for Tennessee, so they're trying to figure out something to put in the front. Mom used to have a conservation plate with a cardinal in a wheat field that she really liked.

Can old plates be painted over, defaced, etc to be used decoratively on a car? Paint over the Illinois, something to make it unofficial, for legal compliance reasons
