New job - requesting MoFA attested Police Clearance Certificate

Some advice needed.

My brother got a new job in Dubai (prev in Abu Dhabi) and when processing the visa Govt has asked for a MoFA attested police clearance certificate.. We previously gave a normal police clearance certificate but that’s not enough apparently…

We are quite upset and worried..

Is this a new process? Has anyone else gone through this?
