[BUG] Missing NPC - Brightening the Spirits - Vibrant Dye

Hi, I can't figure out how to finish this quest. I watched a walkthrough of the quest, but the NPC is not here for me.

I've uploaded some screenshots for more details. The game is in French, but I believe the quest is called 'Brightening the Spirits' and I'm stuck at the 'Vibrant Dye' step.

Has anyone ever encountered this bug?
