What is the proper way to configure Plex to handle outages and still work locally?

With last nights outage and not being able to authenticate, what is the correct way to access Plex locally to avoid this situation in the Future? I have local auth enabled but even with that last night I couldn't access my local server even by IP. What was I missing or was what happened last night something we can't solve for?
