5060 TI 16GB MFG questions

I want to buy this card and a have a few questions:

• If I managed to get 60fps without MFG by adjusting the game settings, is there any option to only activating MFG/FG only when frames drop below 60fps while V-Sync is enabled? My TV supports 4K@60 only.

• Can I limit the MFG frames to reach my TV max Hz only? Let's say I want to play 2K 120Fps, the game runs 70fps without MFG, when I enable MFG it will for sure beyond 120fps, is there any limits I can set or something to avoid screen tearing?

• Why there's a terrible 1% low every time MFG is enable? Can this be fixed? Is it noticeable while playing?

• What's your preference and why, 5060 Ti 16GB for $560 or 9070 (not xt) for $650?
