Why so many Chinese players are hacking?

I don't think I encounter that many hackers in this game

But everytime i do, it is a Chinese player (location = china, letters = Chinese letters).

I understand why people hack in let's say CS or WARZONE or other competitive games... you get to sell the account. I understand why people steal even though I wouldn't do it myself. there's a reason.

but in ranked 1vs 1 aoe4? I met this player last game. .the guy SUCKED and he was plat II. I've been playing this game for a long time so the moment I saw he opened TWO scouts with japanese and had all the sheep in the map I knew it. Even more, his reaction time, build orders...everything screamed low gold. how likely is a player like that to open two scouts and PERFECTLY sweep the sheep in the map?

I ended up winning because he clearly was really bad.

not to say all Chinese players are hackers .. I lost a game against a french dude and he was just better. all cav, owned the map, went to deer with towers. pretty good.

but everytime I felt the game didn't make sense...that the guys reaction time as either too good or too bad for that ranking, that his army was spot on where it should be, when my scout didn't bring any sheep home, where his monks find the relics out of the blue...everytime, is a Chinese player. at this point, I wish I could block a region to play against. or choose the region I want to exclusively play because is so frustrating.
