Executive Branch wants to increase DoD budget, but DoD keeps firing senior leadership

How can I trust that such a large bump in DoD budget will be used wisely if a lot of senior leadership has been effectively relieved from command? It's concerning that I don't know if the brightest minds will use that money wisely. Am I right to be concerned?
