New build nailed? Backboxes

Changing a socket on a new build and the metal backboxes on the external wall appears nailed to the wall as all the screw holes are empty.

The heads look like almost like a rivet so I imagine using a nail gun?

Is this a common thing I've never come across or just laziness on the installer?
