How a difficulty level could be a refreshing addition to the game

Yes yeah, I know about "turn off auto aim if you want a hard game". But after playing through GTA 5 and a bit of RDR2 with free aim, it didn't come across as more difficult at all. Gunfights still felt super easy with little thought required: just aim camera at enemy while in cover -> wait for them to pop out -> shoot, exact same as auto aim. I thought about what additions could be implemented with difficulty settings being added and there are specifically 2 that come to mind

  1. Obviously there's the "AI takes the same amount of damage, but deals more" schtick, but alternatively the AI could be programmed to become more aggressive and force you to not sit in one spot popping people. Think sitting in cover and seeing multiple enemies magdumping at you while approaching, instead of just the occasional lone shooter like in GTA 5. Car chases could be made more intense with aggressive programming by making the AI's mindset trying to disable your car be "I was designed to kill you. Specifically you"

  2. Equip enemies with grenades because when you think about it: how strange is it that in *all* of your fights against Merryweather outside of scripted moments, not a single soldier uses a grenade against you? The most likely enemy type to have grenades and never hesitate to throw one at you, actually don't. Just this one addition alone would encourage us to stay moving from spot to spot in gunfights to not get wasted more easily.

And it's not like this would be too strange and jarring of an addition to a GTA game, because games like Saints Row and Watch Dogs (which are considered "GTA clones") have difficulty levels if someone finds it to be too easy on top of a free aim option. I'm kinda expecting gunfights to be a breeze if there is no setting added, especially if this game has GTA Online's weapon variety so I just hope there's *something* to spice it up
