Very odd startup problem

My PC has trouble turning on. The RGB lights go on, monitors are powered up, but it’s not FULLY on yet. I can tell when my graphics card fans don’t start spinning. This can last for days of me turning the pc on and off to try and get it working. I don’t know what’s causing it.
