Re registration

So I got dismissed from my old firm due to PIP failure.

Trying to register with my new firm so I can complete my days but ICAEW is saying my old firm declared my dismissal as not fit and proper so this needs investigating and now my training agreement has to restart at a min of 36 months.

Is this normal??

Very confused any advice pls
