Guitar strings not making noise

One of the strings on my guitar snapped the other day so i got a pack of Ernie ball extra slinkies and after i put on the low E string its not playing any notes when i play it open or fret anywhere its always playing the same note and i think its hitting off the 21st fret, this is my guitar https://uk.fender.com/products/limited-edition-paranormal-troublemaker-telecaster-deluxe?variant=50742350414111 it came with 9s and i tuned it with 8s if that makes any difference.
