Getting way too low mileage

I bought the hness dlx pro chrome 3 weeks ago. I rode about 225 kms before giving it to first service.

It consumed around 8.9 litres to cover 225 kms.

Mileage = 25.28 km/l.

I have only driven it in Bangalore traffic, mostly switching between 1st, 2nd and 3rd gear. I have switched to 5th gear only once. I would say I have driven at least 60 percent of the time in eco mode.

Is it too much to expect for it to give 30+ mileage in city after the first service?
