Vibrant Visuals mode capped at 20 FPS

For some reason, Vibrant Visuals is capped at 20 FPS on my Laptop. No matter what quality I set it to, Vibrant Visuals remains capped at 20 FPS sometimes increasing to 23, even though I have set max FPS to Unlimited. It runs Fancy mode just fine at Locked 60 FPS (Max display output frequency) with 24 chunks render distance. The laptop has Intel core i7 1195G7 chipset and Intel iRIS Xe G7 iGPU. CPU and iGPU utilization is never over 90% consistently. I don't have a screen recording right now but I'll post it as soon as I can.
