Available to borrow . . . but not really

My book club is reading The Correspondent and we are meeting in three weeks. I read it about six months ago and was looking forward to reading it again and discussing it. I checked the AP from time to time and the audiobook showed as "available to borrow". I waited until last week and went to borrow it so it would be fairly fresh in my mind by the time we met. After selecting "borrow" I got a notification that the book was owned by another library (I live in an area with a large number of participating libraries) and I would have to place a hold. I I placed a hold and was notified that the audiobook would be "available soon".

I checked yesterday and the wait time is EIGHT WEEKS. I realize this is a popular book, and I am kicking myself for not borrowingit sooner, but I stupidly thought that "available to borrow" meant . . .available to borrow.

Why is a book that requires a hold showing as available?
