No way to get blu ray quality for recent digital releases?

Recently downloaded a 2014 movie 1080p Blu-Ray and honestly the quality was way better than the 2026, 2160p Web-DL shows/movies I have downloaded recently.

Will digitally released content always be lower quality than a disc or is it just my nostalgia bias?(I will not download a REMUX as I can't store 70GB movies).
