Guide for prospecting new owner?

Hi all, I want to get two pet rats sometime this year but would like to know what I’m getting into before I do.

I’m starting from literally 0 here so any advice or information would be appreciated. From pet care to cage setup advice to things I’d have to deal with but wouldn’t know until they happen. I’m based in Ireland so recommendations for good places to adopt from are also appreciated!
