Who is Nick Land?

when China loses the GAW and gets reduced to Beijing, they usually have Nick Land and right wing accelerationism be who takes over, and I only noticed in gamerules can it be chosen for PLA remnants to form a junta instead

and I'm just wondering who he actually is and why he's in China, is it some sort of reference?
