Any idea why the C&A building went abandoned?

either abandoned or theres just a computer from the C&A building that is somehow in a abandoned building. but anyway, Pomni said she liked exploring abandoned buildings and that im pretty sure became the main theory on how Pomni got stuck in the circus right?
