Issues after installing a new motherboard and CPU

Hello I recently had to change my motherboard because it went bad. I installed a new x870 and a new 9800X3D. I originally couldn’t put my pin in. I disabled my pin and can open my computer using my password. After signing in I and welcomed with a note that says sign out now or all data will be lossed. When I got to see if my Microsoft account is signed in in settings it says local administrator and I proceed to try to sign in to Microsoft there it says “oops there’s been a issue” and will not let me sign in. I’ve tried creating a new account as well and the same thing. I plan on buying a USB to download windows on that from another computer and trying that route. I have a very nice setup and would like to get this problem resolved. Microsoft 11 is buns and this is a known issue but even after consulting with the Microsoft agent and the supervisor they ended up leaving the chat no warning and left me stranded after I was dealing with them for over 3 hours.
