Is this something I can report to the police or is it something they'll consider redundant? | Possible Holdap near intersection/suspicious individual

Hi I want to ask some advice, I M26 was commuting from work earlier when I stopped at a high traffic intersection in the city for my exchange, a place I always pass by.

while waiting, an individual approached and stood next to he holding something. and kept reaching to his cargo black shorts. like yung hindi mapakali and i think i saw like a handle(wooden) like a knife but could not fully confirm it.

normally, i would consider that a wtf moment but he moved behind me and remained behind me, when I looked on a certain direction, he would walk where he would be directly behind my head and vission.

I looked around several times and seryoso, he moved every single time. eventually, he moved away a bit and nung may dumating na transport vehicle pasakay ako then bigla sya pumalikod saakin, aakyat na sana ako pero i stopped and let him go first but hindi ako sumakay(for safety) ayoko masundan or malaman nung guy kung saan ako bababa so I rode the bus behind me.

i was thinking if this is something i can report on the police since based on my experience and research, this would be dismissed since nothing really happened.

and if i'm i'ma report this, where. the police FB page or directly sa pulis sa may workplace ko since they have a help desk doon

nakaka kaba lang kasi i always pass by this place and bihira lang magkaroon ng pulis sa area and if wala, there's a suspiciously number of people sa may madilim na part( a few meters from the convenient store) na doing *something*
