Anyone able to deduce why highest spd character didn't actually go first? (strategy battle match)

i don't have replay i can only give text details so not sure how much you can deduce from this but, for the strategy battle match, the highest spd character was my Ash Waltz with 208. for whatever reason, my 201 spd Rosaria went first. anyone know what the reason for this is?
