Questionable business practices?

Hoping someone can help me figure out what this dessert shop in a small town in Ontario is doing.

On my first visit they asked me if I wanted a receipt and then said they aren’t allowed to give receipts. And just printed the Merchant Transaction Receipt with no details. This receipt showed a different location and dessert business name from a nearby town.

On my Second visit I requested a receipt that’d work for tax purposes after they gave me the first. And the owner instructed the employee to press the machine again, and handed me a receipt with rows MISC NO TAX, SUBTL, DEBIT, each followed by 5.00 (price paid). This receipt had the correct location.

I highly doubt they’re doing under $30k/year to not have to charge tax.

Can anyone help me understand what could be happening here?
