2018 GTI 64K maintenance

Hi- original owner and mostly city driven . Replaced the brakes (front and back ) about 4 years ago and my front right brake pad is worn down to 3mm and my left is 5mm. They (dealership )wants to replace everything rotors etc.

1. Do they usually wear down so fast and unevenly ?

2. Are rotors always replaced too ?
