Why isn't my satellite up top connecting to my relay (my currently controlled ship)?

I am using the HG-5 antenna, which says it's a relay. I have two of them. But my ship refuses to connect to the other relay? Instead just has a weak connection to kerbin? why? It never had a connection to my relay, I thought it would switch when it lost connection to kerbin but no.
