How do I wash my face without my hair getting messed up?

I (20M) have longish hair as a fringe and on all sides. If I pull down the hair that is closest to my forehead, it touches my nose. Whenever I put my hair back in a hat, it gets all static-y, gets stuck in that weird "slick-back" position, and becomes very oily very fast. I don’t want lotion or cleanser to end up in my hair either. I used those metal hair bands (those wavy elastic ones) too, but it also messes with my hair. I'm currently using my cleanser in the shower by just slicking all my hair back, rinsing my face, and then putting my hair back normally. That seems to work, but then I run into the issue above with the moisturizer. What should I do?
