PT required to earn OT?

Has anyone had to go through PT before being able to get access to OT? I was referred for Occupational Therapy but was put in physical therapy instead without being notified. When I followed up, I was told I need to start with PT and essentially "graduate" to OT. this was a provider/office's decision, not insurance.

Has anyone who has been in OT had a similar hurdle? I've never done OT, but I've done PT several times already and specifically asked not to go back, and now I'm in this situation lmao
