Retaliation bug?

Hi, agents.

I matchmade for retaliation the other day, and it created a group that I was the leader of. When I went into the map to activate my retaliation, the UI had my True Sons retaliation lit up with a timer (I assume this means that I should be able to activate it), but for some reason I couldn't activate it, the action was greyed out.

One of the other members of the party had one ready to go so I just activated theirs and we played it without issue. Just wondering if I'm missing something.
