Rear ended at a red light, other driver took off. Very minor damage to rear bumper. Should I still file a collision report with the DMV?

They probably couldn't see any damage, not that that excused them from stopping- all I can see is some shallow scratches and four impressions from their license plate holder bolts. I'm wondering whether I should bother with a report.
