Help with graphics settings

I've got the settings pretty much all the way turned down. There's a few things I've tweaked so it's not default low but pretty close. I could go up some but, I'm playing on a laptop and for the sake of not resorting to external cooling, I don't.

Anyways, my problem isn't with anything in-ship, it's on-foot. My fps drops to half the speed of fart and everything starts stuttering real bad after a few minutes of doing nearly anything. Is there a different menu I'm missing that is making it differ so bad? Any tips? I'm basically stuck doing Legacy content.
