Any way to maximize settlers?(Xbox)

I thought to make a build where I try to make the wasteland habitable again, and chose a man named John Settlement to do it. The issue is, getting settlers makes me want to pull my damn hair out. It is SO SLOW. I have 12 charisma and 24 of every resource including defense and the beacon but people aren’t moving in. It’s been stuck at 9 people for the last 3 in game days.

Is there any kind of trick to being more in? I need human settlers to run my shops, robots can’t be shopkeepers, only farmers and guards apparently.

Anything for the issue? Any help is appreciated
