Can I write my licensing exam but haven’t done school training yet?

Hey everyone, I’m in a bit of a situation and wanted to get some input. I’ve completed all 9,000 hours of on-the-job apprenticeship, but I haven’t finished the in-school training because I got registered late. I know there’s a Level 4 course I still need to take.

Do I still qualify to write the licensing exam even though I haven’t completed the school part yet? Anyone been through this?
