How would you make a new terminator movie?

I had 2 ideas, one would be set in the 70s and have a new terminator, one that's weaker but smarter. He's designed to not just kill kid Sarah Connor but many other people who are a threat to the future. Everytime he kills, there's a meter on his screen that changes the pert encage of people. So if he sees someone, he's suppose to kill and the percentage is under 50, he doesn't have to kill them anymore.

The other idea would be a sequel to terminator genyis, were Sarah, kyle and pops raise teen john Connor and something else happens
