Is it only me or in these last days the matchmaking has been bit messed up?

Always been a PvE since first day i've started,during the past couple of days with a custom loadout i was deploying at 18 or 20 minutes almost every matchmaking,and i've founded so many free loadout rats or campers

Thought that with the last patch they said the custom loadout will more likely be deployed on fresh servers. But,not me (?)
